Administration for Children's Services (ACS)

The Administration for Children’s Services (ACS) is the agency responsible for managing and overseeing the city’s foster care system. Within ACS, the Office of Foster Care and Adoption Services (OFCAS) is specifically responsible for the administration of foster care services, including placement of children with foster families and monitoring the well-being of children in foster care. OFCAS also works to recruit and train foster parents, as well as provide support and resources to them. Mayor’s Management Report

This state agency provides oversight and guidance to local governments, including New York City in the administration of child welfare programs, including foster care.

New York City Housing Authority (NYCHA)

This agency provides affordable housing to families and individuals in need, including those involved in the foster care system. Mayor’s Management Report

This nonprofit organization provides legal representation to children and families involved in the foster care system, including in court proceedings related to child welfare.

Education Outcomes of NYC Youth in Foster Care

This study reports the high school graduation rates of New York City youth who experience foster care. Using administrative data and rigorous research methods, CIDI calculated graduation rates and identified the factors that help and hinder youth with foster care experience in graduating from high school.

Experiences and Well-Being of Sexual and Gender Diverse Youth in Foster Care in New York City
This is the first survey to report on the proportion of youth in foster care in New York City who are LGBTQAI+ and differences in their experiences compared to those of youth who are not lgBtQAi+.

As part of an ongoing collaboration to improve education support for children in foster care, Advocates for Children of New York (AFC) and SCO Family of Services (SCO) partnered in early 2017 to enhance parent involvement in education for families with children in foster care

Family Experience Survey

ACS surveyed all families in contracted prevention programs about their experiences in prevention services. The purpose of the survey is to better understand the lived experiences of families while participating in prevention services. This survey is administered annually.

New York City’s investment in primary prevention and prevention services has helped drive the foster care census to an historic low. As of 2021, there were and average of 7,140 children in foster care, a tremendous shift from the over 42,000 children in care 25 years ago. Source: ACS

Over-representation of Black Youth

In 2019, Black youth were 22 percent of the City’s youth population but accounted for 53 percent of the foster care population. Source: ACS

Kinship Homes

The number of foster children living in kinship homes decreased from 3,225 in Fiscal 2021 to 3,040 in Fiscal 2022, the percent of foster children living in kinship homes increased to 43 percent as ACS and foster care providers continue to identify relatives and fictive kin to care for children placed in foster care.  ACS

School Attendance Rate

School attendance rate for children in foster care in 2022: 79.8%. ACS

Siblings Placement

The proportion of siblings who enter care at the same time and are placed together in the same foster home increased from 95.4 percent in Fiscal 2021 to 95.7 percent in Fiscal 2022. ACS

"Quality of Interactions, Children’s Psychological Adjustment and Parental Stress in Foster Families: the Mediating Role of Parental Sense of Competence"

Nuria Molano, Esperanza León, Jesús M. Jiménez-Morago & Carlos Camacho. Journal of Child and Family Studies. Foster children’s emotional and behavioral difficulties are often a challenge for foster caregivers, who may experience reduced feelings of competence in their parental role, as well as increased levels of parental stress. In turn, these difficulties can negatively affect the quality of the interactions between them.

"Foster Parents’ Perceptions of Factors that Promote or Inhibit Successful Fostering"

Cheryl Buehler, Mary Ellen Cox, and Gary Cuddeback. Foster parents’ perceptions of familial and parental factors that promote or inhibit successful fostering were examined using semi-structured interviews. Characteristics that facilitate successful fostering include faith or support from church, a deep concern for children, tolerance, a strong cooperative marriage in married foster families, and a daily life that is characterized as organized and routinized but flexible in terms of responding to children’s needs and external demands.

"Voices of youth in foster care and special education regarding their educational experiences and transition to adulthood."

Quest, A. Del Fullerton, Ann Geenen, Sarah Powers, Laurie. Very little in-depth information is available on the educational and transition experiences, perceptions, and actions of youth in foster care who are receiving special education services. This paper describes a qualitative study that followed seven youth in foster care receiving special education services, ages 15 to 18, for six to nine months.

"Sibling Relationship in Foster Care: Foster Parent Perspective"

Armeda Stevenson Wojciak , Bryan P. Range , Dumayi Gutierrez , Nathan A. Hough, Casey Michael Gamboni. The sibling relationships of youth in foster care has garnered increased attention over the past few years indicating the potential protective role these relationships can have. Despite this growth, very little is known about how foster parents perceive the sibling relationships of youth in foster care and ways to promote these relationships.

"Interventions in Foster Family Care: A Systematic Review"

Foster family care is associated with adverse short- and long-term consequences for the child. A systematic review was conducted on interventions for foster children and foster careers. Method: A comprehensive search process was used to find eligible interventions evaluated in randomized controlled trials or quasi-experimental studies.

Over-representation of children of color
Children of color are disproportionately represented in the foster care system in New York City. Black and Latino children are removed from their families at higher rates than white children, often due to poverty, inadequate housing, and lack of access to services.
Length of stay in foster care
Children in New York City’s foster care system often experience long stays in care, with many spending multiple years in foster homes or group homes. This can lead to instability, disrupted relationships, and challenges with reunification.
Educational outcomes
Children in foster care in New York City often face challenges in achieving academic success. They may experience frequent school changes and disruptions, as well as lack of access to academic support and resources.
Aging out of care
Youth aging out of foster care in New York City often face significant challenges in transitioning to independent adulthood. They may struggle to find stable housing, employment, and education opportunities, and may experience homelessness, poverty, and other negative outcomes.
LGBTQ youth in care
LGBTQ youth in foster care in New York City face unique challenges and risks, including discrimination, rejection, and harassment. They may also have limited access to affirming services and supports.
